| | A Guide to the Line Fences Act, 2006 | | | The guide deals with the arbitration of fencing disputes in those parts of Ontario that are organized for municipal purposes, where the arbitration of fencing disputes is a responsibility of local municipalities. | | Swimming Pools | | | Permits- A permit is required prior to the installation of a swimming pool & spa. Cost of the permit is $25.00.
- A 1.2m fence is required for an inground pool, no fence required for pools 1.2m above ground. If deck is added, 1.2m self closing and latching gates are required.
- Pools have to be installed 1.5m from the side and rear property lines, owners are also responsible to check for spetic beds and easements registered on their property.
- Motor/filter have to be installed 3m from the side and rear property lines.
- Special regulations apply when property is located on a corner lot.
- Special regulations apply for an inflatable and/or temporary swimming pool.

| | Responsible Pet Owner's Code | | | - Identify your pet. Licence your dog so it can be returned safely if it becomes lost. Dogs need a new licence every year.
- Exercise your dog but keep it on a leash. Stray animals can cause traffic accidents, bite people or damage property and you are legally responsible for the conduct of your dog.
- Stoop and scoop after your dog especially in areas where children play.
- Give your dog plenty of attention if it's outside all day. It's unfair to your neighbours if it is always barking.
- Provide appropriate care, food, water, exercise, shelter and a sanitary environment.
- Have your pet spayed or neutered to avoid unwanted puppies or kittens.
- Have your pet vaccinated annually against rabies.
- Encourage neighbours with pets to observe this Responsible Pet Owner's Code.
When to call Animal Control Services - To report a dog running loose.
- If someone is bitten by an animal.
- If you have found a stray dog.
- To report violations of the "Stoop and Scoop" regulations.
- To report annoyance caused by a barking dog.
- To help you with nuisance wildlife.
- To ask questions about animal care and control.
- If your pet is bitten by another animal.
- If you suspect an animal has rabies.
- If you have lost your animal.

| | Dog Licensing | | | If you own a dog in the Township of Russell, you must ensure that your dog wears a metal dog tag when it is outdoors. Dog licenses expire on March 30th each year, at which time they must be renewed. You will be notified by the Township when it's time to renew your dog licence. Licensing registers your dog and provides a means by which it can be identified and returned to you if it gets losts. Licensing also addresses public health and safety concerns associated with stray animals. Dog licenses may be obtained or renewed at the municipal office or by mail by completing and returning the Dog Tag Application. - $15 for spayed or neutered dogs
- $20 for dogs not spayed or neutered
- $40 for kennel

| | Open Air Burning | | | | The Municipal Law Enforcement Service is responsible for the issuance of open air burning permits. Applications for burning permits shall be submitted 24 hours prior to open air burning. You may set an appointment at 443-3066 with the By-law department, Monday to Friday. | | |

| | Snow Obstruction | | | | The Township of Russell wishes to remind owners of businesses and residences that a municipal by-law strictly prohibits that snow or ice be pushed on public streets or sidewalks. The ice and snow can impede traffic and can also be a hazard to pedestrians. | | |

| | Winter Parking Regulations | | | | Winter parking regulations are in effect as of November 1st until April 1st. Parking is prohibited between the hours of 1:00 a.m. and 7:00 a.m. Special exemption permits are available for special occasions. Vehicle owners interfering with snow or ice removal may be ticketed and/or towed at the owner's expense. | | |
