The Planning Department helps to guide the way that the Township grows. They are responsible for ensuring the orderly development of both the rural areas and villages.
Questions relating to zoning – including permitted uses, minimum required setbacks, maximum lot coverage, building height, etc. should be directed to the Planning Department.
If you’ve recently purchased or sold a home, have purchased a business or are looking to start a business from your home or elsewhere, you should contact the Planning Department in order to obtain the relevant information for your property.
All development occurring within the rural areas and villages of the Township of Russell must pass through the Planning Department. Land division, site plan control, zoning by-law amendments, minor variances and more, are all overseen by the Planning Department.

The Planning Department is also responsible for the allocation of water/sewer units in the Township of Russell. If you are planning on connecting to the Municipal water/sewer system, please contact the Planning Department for more information.
The Building Department is responsible for issuing the various permits required for construction and renovation, as well as certificates of authorization. They are also responsible for the ensuring that all applications comply with the applicable regulations. Building Inspectors play an important oversight role, ensuring that a high quality of life is maintained for all residents.
