Official Plan Review – Report PD-2024-22 (Special Council Meeting)

The Official Plan Review has officially started, the draft policy direction report is available for review on our website. All comments can be sent to planning@russell.ca.

Mayor’s Declaration of Office and Oath of Allegiance (Item 1a)

The Mayor’s Declaration of Office and Oath of Allegiance took place at last night’s regular Council meeting. Mike Tarnowski is now Mayor of the Township of Russell for the remainder of the 2022-2026 term ending on November 14, 2026.

Citizen Recognition (Item 8a)

Lynne Perras and Daniel St Pierre received Citizen Recognition Awards for their actions during the bus accident.

2023 Financial Statements Presentation – Report CSAS-FS-2024-10 (Item 11a)

The Finance Department and the firm MNP presented the 2023 financial results of the Township of Russell to Council. There were no unexpected variations, and the financial result are in line with the budget forecasts. We would like to take this opportunity to thank the firm MNP for their help, expertise, and professionalism demonstrated throughout this audit. It has been a pleasure for us to work with them.

Finance TeamAdditionally, we would like to express our sincere gratitude to the entire finance team, who have put in tremendous effort since January to ensure we were prepared for the audit by the end of March. For many of them, it was their first experience with the year-end procedures at the Township, and for others, it was a first in their respective roles. They have learned a lot during this period and, thanks to a very positive team spirit filled with mutual support, we have achieved our goal.

Solar Panel Proposal – Report IS-PW-2024-06A (Item 11g)

Council gave the direction to work with Bright Diamond for the potential installation of solar panels on municipal land around the old landfill site. 

2023 Landfill Annual Monitoring Report – Report IS-PW-2024-10 (Item 11h)

An annual operational report was presented to Council for the landfill monitoring. The report is available to the public in the meeting agenda.

Stormwater Annual Performance Report 2023 – Report IS-SW-2024-03 (Item 11m)

An annual operational report was presented to Council for the storm management system. The report is available to the public in the meeting agenda.  

Declaration of a Vacant Seat on Municipal Council (Item 11n)

Council received Report CSAS-CL-2024-05, declaring municipal Councillor, Mike Tarnowski’s seat as vacant. As per section 263 of the Municipal Act, within 60 days after the day a declaration of vacancy is made, the municipality shall:

  • Appoint a person to fill the vacancy; or
  • Pass a by-law requiring a by-election be held to fill the vacancy.

Council will come back to discuss the options at the June 24, 2024, Regular Council Meeting.

The next Council meeting will be Monday, June 10, 2024, at 6:00p.m.
