Garbage and Recycling Information

Garbage Collection - Russell Township

Starting January 5, 2026, solid waste collection in Russell Township is now automated, following your usual collection day. Please ensure that you use the 120L black bins that were distributed in November. 

  • You can put multiple bags as long as they fit inside the bin.
  • The collection is now automated and only waste placed in the black bin will be collected.
  • Loose garbage bags will no longer be collected.
  • Garbage tags are no longer used.

How to place your bin:

  • Position your bin with the wheels facing away from the street.
  • Leave at least 2 feet (60 com) of space between your bin, recycling boxes, or other obstacles so the truck can safely pick it up.

Recycling Collection - Miller Waste

Starting January 1, 2026, Ontario will transition to an enhanced recycling system. This means that the Township of Russell will no longer manage any recycling. Ontarians will be able to recycle the same materials at the curb no matter where they are across the province and be able to recycle more materials than ever before! This new system follows Ontario’s two-and-a-half-year transition to an extended producer responsibility (EPR) framework for blue box materials.

Waste Collection FAQ

Garbage limit in 2024:  one 75L bag weekly

Garbage limit in 2026: one 120L organic bin and one 120L garbage bin = 240L weekly (more than 3x the waste limit)

Will we receive a refund for any unused stickers purchased in 2025?

If you have unused silver holographic garbage tags, you can bring them to Town Hall at 717 Notre-Dame Street, Embrun, Monday to Friday between 8:30 a.m. and 4:30 p.m. If you purchased your tags from another location, please note that only Town Hall will provide refunds.

We will refund unused tags until March 31, 2026.

Please note that this applies only to silver holographic tags, not the year-marked tags previously used for multi-unit properties.

Are all households receiving a black bin?

All residential units (5 units or less) that currently have waste collection service will receive a black bin. If you have not received your bin by December 1, 2025, please contact us at infrastructure@russell.ca or 613-443-1747.

Can we change our 120L to a 240L bin? If so, what is the cost? 

For single-unit households, the option to exchange a 120L bin to a 240L bin is the cost of the bin. The exact fee will vary per delivery, but it will be around $150 each.

Unfortunately, we don’t have a delivery date yet. We will share updates as soon as this information becomes available. We have started a waitlist, if you would like to be added to the list, please contact us at infrastructure@russell.ca or 613-443-1747 and we will address requests in that order.

If someone requests a new bin and returns their 120l bin, will they be discounted the cost of the bin they are returning? 
No discount will be given to residents doing an exchange of bin. 
If 240L bins are not available, can we purchase an additional 120L bin?
Not at this time. The truck will only do one lift per household.
If 240L bins are not available, can we purchase one at the store?
Yes, as long as it is the same model. Please contact us for more information at infrastructure@russell.ca or 613-443-1747. 
What can we do with our old garbage bins?
Old garbage bins can be repurposed in creative and practical ways! You could use them for storage, garden projects, or animal feed. You can also contact local schools, farms, or community gardens to see if they could use them.

Recycling Bins for New Residents

New residents who require a recycling bin, are asked to contact the Infrastructure Department directly.

You can reach us by email at infrastructure@russell.ca or by phone at 613-443-1747. Once we receive your request, the Township will coordinate with Waste Management to have the bin delivered directly to your residence.

Please note that bins are now provided by Waste Management and they do not replace broken bins. 

Report a Missed Collection

If your waste was at the curb before 7:00 a.m., met the Solid Waste By-Law requirements, and was not picked up, please contact our Infrastructure Department.

Please note if you put your waste out after 7:00 a.m., the contractor will not return to collect your items.

Multi-Unit Residences

Property owners / landlords receive a series of 52 tags per unit, apartment, or business they manage. We mail garbage tags for the coming year to landlords in December. Garbage tags are only valid from January 1 to December 31 of the written year.

Tenants, please get your garbage tags from your property owner or landlord.

Garbage tags must be affixed and visible on each bag on the day of pick-up.

Dumpsters

Township of Russell is not responsible for the collection service of waste dumpsters. It is the responsibility of the waste dumpster renter or owner to contact a contractor to arrange this service. Unless you own or rent a dumpster, you must use holographic garbage tags.
