Director of Corporate Services/Treasurer (Full-Time) |
Reporting to the Chief Administrative Officer, the Director of Corporate Services provides leadership and oversight to all members of the Corporate Services sub-departments, including Finance, Asset Management, Human Resources, Communications, I.T., Corporate Performance and the Clerk’s office.
The Director of Corporate Services directly supervises and provides coaching and other support to the Deputy-Treasurer, the Manager of Administrative Services, and the Municipal Clerk. The Director of Corporate Services is responsible for overseeing the delivery of the department’s programs and services while ensuring alignment with the municipality’s strategic objectives and priorities. The Director will represent the Corporate Services department at Council meetings and is accountable for the achievement of the departments’ strategic objectives.
Skills, Competencies and Knowledge
- Bachelor’s degree in business administration, Public Administration, Finance, Human Resources, or a related field. A master’s degree or CPA designation would be an asset.
- A minimum of five (5) years of experience in a senior leadership role, preferably in a municipal or public sector environment, with a demonstrated track record of successful leadership, direct participation in strategic planning, and performance management.
- Ability to provide strategic direction, set priorities, and make informed decisions to achieve organizational goals and objectives.
- Strong leadership skills to motivate, mentor, and manage a diverse team, fostering a collaborative and high-performing work environment.
- Excellent interpersonal skills to build and maintain positive relationships with stakeholders at all levels, both internal and external to the organization.
- Strong written and verbal communication skills to effectively convey complex information, present to diverse audiences, and represent the department at public Council meetings.
- Ability to manage change initiatives, facilitate organizational change, and engage staff in the change process to drive successful implementation.

Senior Financial Analyst - Revenue (Full-Time) |
Reporting to Deputy Treasurer, the Senior Financial Analyst – Revenue holds a position within the financial team and is responsible for overseeing a team of 3 - 4 employees. The primary focus of this position is to ensure efficient and effective revenue management processes, optimize revenue generation, provide excellent customer service, and ensure accurate financial reporting for the Township's revenue. The Senior Financial Analyst - Revenue plays a critical role in supporting the financial objectives of the organization while ensuring compliance with relevant regulations and maintaining a high level of customer satisfaction.
Additionally, the Senior Financial Analyst - Revenue is specifically accountable for the municipal tax collection process. This responsibility encompasses, with the support of financial analysts, the complex task of adhering to legislation outlined in the Municipal Act, ensuring accurate tax billing and analysis, and providing expertise in managing tax-related inquiries from residents and stakeholders. The Senior Financial Analyst - Revenue works closely with other departments to coordinate tax and other revenue related initiatives and provides guidance to staff to ensure compliance with regulations and policies.
This position has a supervisory function, overseeing a group of financial analysts, a financial clerk, and a client services representative. As a leader, the Senior Financial Analyst - Revenue provides guidance, support, and mentorship to the team while fostering a collaborative and productive work environment. Furthermore, the position aligns the team's activities with the Township's Strategic Plan's vision and objectives, ensuring that revenue management practices contribute to the achievement of strategic goals and priorities.

- Completion of the Municipal Tax Administration Program unit I, II and III would be considered an asset.

- Proficiency in financial analysis and reporting.

Firefighters - Part-time/On-call |
The Township of Russell is seeking dedicated individuals to join the Fire and Rescue Services team for Station 1 (Embrun) and Station 2 (Russell) who have a keen interest in serving and protecting our community.
Recruitment Process
- Stage 1: Applications
Application campaign is open from September 18th to October 6th, 2023. All applicants are required to submit their resume accompanied with a cover letter that clearly detail the reasons they are interested in becoming a volunteer firefighter.
- Stage 2: Information Session (October 16th or October 18th, 2023 at 7 p.m.)
Selected candidates will be invited to attend an information session where the Fire Service will provide more information such as basic requirements, importance of training, minimal expectations, statistics and more. We strongly encourage that your spouse /partner be present as this is a family commitment.

Stage 3: Physical Agility Test (October 26th at 7 p.m. or October 28th at 8 a.m.) Selected candidates will be required to undergo a physical agility test. You will be suited with a bunker and required to perform various fire related events such as stair climb, hose hoist, ladder climb, charged hose, rescue drag, and Keiser hit.
- Stage 4: Interview Process (week of October 30th, 2023)
Selected candidates will be invited to a paneled interview process. Interview will be offered in English or French. Candidates will be asked to declare their preferred language.

Importance of Training:
- Training is the core essence of a firefighter’s job mostly performed in emergency that is, in a high-level condition of stress.
- The first year is outlined with training sessions leading to firefighter certification: NFPA 1001 level 1 and Standard First Aid CPR/AED Level C. The second year NFPA 1001 level 2.
- Those who already have those certifications, need to demonstrate their knowledge/experience to the training department before responding to any emergency calls.
Minimum Expectations:
- Availability to answer calls as often as they can. Management to review on a yearly basis.
- Availability to attend at a minimal, 70% of training sessions.
- Availability during the daytime, evenings and weekends.
- Work towards a DZ Driver’s license (for those who don’t have it) within 18 months from hiring.
- Availability to perform other duties such as equipment maintenance, community events, volunteer events & functions.
Language Requirements: Excellent proficiency in understanding, speaking, reading and writing in either French or English. Proficiency in the second official language a strong asset.

The Registered Early Childhood Educator (RECE) will be under the supervision of the Daycare Manager and will be responsible for delivering an educational program including activities that are geared toward children's development, their health, their security and their well-being and ensure professional and efficient management of the programming and activities of the service.
Requirements:
- College degree in Early Childhood Education or in the process of completing an apprenticeship program;
- Be a member of the Association of Early Childhood Educators Ontario;
