Development Charges Review – Updated Meeting Dates
The Township of Russell is currently reviewing its Development Charges (DC) through a comprehensive background study.
Development Charges are fees collected from developers to help pay for the new infrastructure and municipal services required to support growth — such as roads, parks, water and wastewater systems, fire services, and recreation facilities. This ensures that the cost of growth is fairly shared and does not fall entirely on existing taxpayers.
This study will help the Township plan responsibly for the next decade, aligning growth-related investments with projected needs. It will also determine the new DC rates that apply to future developments starting in 2026.
Updated Dates for Public Participation: Please note that the Council Information Session and Virtual Developer Consultation Meeting have been rescheduled from previously announced dates.
- September 22, 2025 – Council Information Session (originally planned for September 8)
- Mid-October 2025 – Virtual Developer Consultation Meeting
- October 7, 2025 – Release of DC Study and Draft Bylaw (at least 60 days before bylaw adoption)
- November 10, 2025 – Statutory Public Meeting during the Council meeting
- December 8, 2025 – Proposed Bylaw adoption by Council
