Schedule B Municipal Class Environmental Assessment
Road Network Expansion, 417 Industrial Park, Township of Russell

The Township of Russell has completed a Schedule ‘B’ Municipal Class Environmental Assessment (MCEA) for the expansion of the internal road network within the 417 Industrial Park, located north of Robot Street and west of Emard Street in Russell Township, Ontario.
This study was conducted in accordance with the approved planning process for Schedule ‘B’ projects under the Municipal Class Environmental Assessment (October 2000, as amended in 2023). The purpose of the study was to address vehicular access limitations and support planned employment land growth by evaluating alternative road network options and identifying a preferred solution to improve circulation, provide access to undeveloped parcels, and maintain compatibility with existing topography and drainage.
Project Background and Preferred Solution
The Class EA study considered multiple options to extend the road network in the undeveloped western portion of the 417 Industrial Park. The preferred solution includes:
- Extending Emard Street westward, terminating in a cul-de-sac, to avoid direct connection to Eadie Road and reduce potential impacts on nearby residential properties.
- Extending Robot Street northward, connecting to Burton Road, to provide a secondary access point and improve overall connectivity within the industrial park.
This solution balances transportation efficiency, access, and land use compatibility, while minimizing environmental, noise, and drainage impacts. Consultation with the public, agencies, and Indigenous communities was carried out throughout the study.
Project File Report
The project has followed a Schedule ‘B’ planning and design process in accordance with the MCEA.
A Project File Report (PFR) documenting the planning process, alternatives considered, public and agency consultation, and the rationale for the preferred solution will be available for a 30-day review period from July 25, 2025 to August 24, 2025.
The PFR will be available online at www.russell.ca/EA, and printed copies can be provided upon request.

Requests for a Section 16 Order
(formerly Part II Order)If concerns regarding this project cannot be resolved through discussions with the Township, a request may be made to the Minister of the Environment, Conservation and Parks to issue an order requiring a higher level of assessment (known as a Section 16 Order under the Environmental Assessment Act).
Requests must be submitted in accordance with the Act and should include:
- The requester’s full name and contact information;
- The type of order requested (e.g., request for additional conditions or an individual EA);
- How the request may prevent, mitigate, or remedy potential adverse impacts on Aboriginal and treaty rights;
- Supporting documentation.

If no requests are received by August 24, 2025, the Schedule ‘B’ Class EA will be considered complete. The planning documentation will remain valid for 10 years, during which time the Township of Russell may proceed with implementation of the preferred solution, provided the project remains consistent with the planning documentation.
