Update on Water and Sewer Bills
While Canada Post has resumed services during their rotating strike, they cannot guarantee the delivery in time for this round of bills.
If you normally receive your bill by mail, your bill for July-September 2025 (payment due by October 27, 2025) is now ready for pickup at Town Hall (717 Notre-Dame Street, Embrun). Office hours are Monday to Friday, 8:30 a.m. to 4:30 p.m.
IMPORTANT: We will be keeping the paper bills at Townhall until October 31, 2025. Uncollected bills will be mailed out on November 3, 2025.
It is the responsibility of residents to obtain their bills during the strike. Late payment fees will apply even if you have not picked up your bill.
If you are unable to come in person, you can call 613-443-3066 to find out the balance of your bill, you will then get you paper copy by mail at a later date.
Bills and Payments During the Canada Post Strike
During the Canada Post strike, ensure your taxes and utility bills are still paid on time to avoid late fees.
- Sign up for our pre-authorized payment plan and paperless billing to receive your bills without delays at www.russell.ca/PAP.
- Visit Town Hall from 8:30 a.m. to 4:30 p.m. to make your payment in person (cash or debit).
- Use the drop-box in front of Town Hall outside of regular business hours.
