Committee Statistics for 2025 (Item 10f)
Several interesting statistics were presented to Council regarding the results of the committees and their achievements in 2025. Following this presentation, members of Council will hold a strategic discussion at the next Council meeting to review these results and discuss possible adjustments to the committee structure for the next term.
Indexation of Development Charge Rates (Item 11c)
Council approved the creation of a Development Charges (DC) exemption program for Affordable Residential Units in the Township of Russell. The program supports both affordable rental and ownership housing, in line with provincial legislation. Council adopted a supporting by-law and agreement templates to ensure long-term affordability, compliance and accountability. This initiative reinforces the Township’s commitment to increasing access to affordable housing while responsibly monitoring financial impacts over time.
Amendments to Council’s Procedural By-law (Item 11g)
Following the adoption of By-law 2026-045, public questions on the meeting of the day may be submitted ahead of the meeting.

Slow Down Signs
To promote safer streets and encourage drivers to slow down, the Township of Russell is offering free “Slow Down” lawn signs to residents. These signs serve as a visual reminder for drivers to be mindful of their speed and to prioritize community safety.
