Strategic Allocation of County Growth Revenue (Item 11d)
The Council of the Township of Russell has approved the strategic distribution of the $544,588 received from the United Counties of Prescott and Russell as part of the regional growth revenue redistribution.
As part of this strategy, Council directed that $46,296.43 be allocated to the Community Improvement Plan (CIP) Reserve, which supports revitalization initiatives and growth‑related economic development across the Township.
The remaining $498,291.57 was then considered for further allocation. During the discussion, Council acknowledged the administration’s concerns regarding the long‑term funding of the Wastewater Treatment Plant expansion. Relying solely on user fees would lead to significant rate increases for wastewater customers in the coming years.
To reduce this financial pressure on residents, Council elected to strengthen the Township’s investment in this major infrastructure project. Instead of allocating 50% of the remaining amount to the wastewater reserve, as recommended by the administration, Council opted for a more proactive approach by dedicating 80% of the $498,291.57 to the project, with the remaining 20% supporting the general capital program.
This approach reflects Council’s commitment to long‑term affordability, responsible financial planning, and the advancement of critical infrastructure required to support future growth throughout the community.
