2025 Financial Statement Presentation (Item 11a) |
| Council approved the Township’s 2025 audited financial statements, as presented by MNP LLP, while highlighting their professionalism, collaboration, and quality of work. Council also expressed its appreciation to the Finance team for their dedication and strong teamwork in reaching this important milestone. Residents are invited to request the audited financial report at finances@russell.ca and it will be sent to them when available. |

Council received Report PIC-2026-10 for a first reading and requested that staff return at a future meeting with revisions. The proposed by-law would set requirements to ensure residential tenants have access to adequate and essential services. |
| Replacement of the bulletin board at the Marionville Community Center (Item 11g) |
| Council approved the replacement of the bulletin board at the Marionville Community Centre—great news for the residents of Marionville! This project reflects strong collaboration with key partners, including the United Counties of Prescott and Russell, the Municipality of North Dundas, and the City of Ottawa. The new digital board will enhance communication, promote local events, and help strengthen community connections for residents across Marionville. |
| Primary Care Services Update and Ongoing Initiatives (Item 11h) |
| Council received an update on ongoing efforts to strengthen primary care services in the Township and approved funding to support an external consultant. Important progress includes collaboration with local physicians and the Health Care Task Force, as well as the development of a clear action plan to attract and retain medical professionals. Residents will have opportunities to share their input at the upcoming Meet Me event at the Yahoo Park in Embrun on July 9, 2026, helping shape future health care solutions. These efforts reflect the Township’s continued commitment to improving access to local health services. |
| Support for the 75th Anniversary Celebration of École élémentaire catholique Sainte Thérèse d’Avila (Item 11i) |

Council approved providing support for the 75th anniversary celebration of École élémentaire catholique Sainte‑Thérèse‑d’Avila, taking place June 16 at the Marionville school. This milestone is a wonderful celebration for the region’s Francophone community, highlighting its vitality and heritage. Residents are warmly invited to take part in this special community event. |

Update on the Waste Program (Item 11j) |

Council received an update on the implementation and performance of the automated organic and solid waste collection program. These service improvements have enhanced efficiency and strengthened overall service delivery for residents. |

Award two contracts for intersection improvements along Route 300 (Item 11l) |
|
Council awarded two construction contracts for improvements to two intersections along Route 300: one to Cornwall Gravel and one to GIP. Construction is scheduled to begin in summer 2027. |
| Restricted Acts of Council (Lame Duck Period) (Item 11n) |
| Under Section 275 of the Municipal Act, 2001, Council approved a by-law that temporarily gives certain decision-making authority to the Chief Administrative Officer (CAO) during the period after Nomination Day (August 24 to November 16, 2026). This period, often called the “Lame Duck” period, limits what Council can do before a new term begins. This ensures that important municipal operations can continue without interruption during this time. |

Masterplan Preparation - Surplus Recreation Facilities (Item 11o) |

Council has approved the launch of a comprehensive masterplan to shape the future of several key recreation facilities that will become available once the new Recreation Complex opens. This important initiative will help define the long-term vision for the Russell Arena, Embrun Arena, Camille Piché Community Centre, and the Russell Centennial Pool. This is a significant opportunity to reimagine how these community spaces can continue to serve residents for years to come. The process will be informed by detailed analysis, financial considerations, and most importantly, input from the community. Residents are encouraged to stay tuned and get involved. A series of public engagement opportunities, including open houses and an online survey taking place over the summer months, will provide meaningful ways to share ideas and help shape the path forward. |

Strategic Discussion: Council Advisory Committees (Item 21) |
| Council held an important strategic discussion on Council Advisory Committees, during which each Councillor shared their perspectives on the valuable work of committees, what is working well, and how the structure could be improved for the next term. Council also acknowledged the rewarding and demanding contribution of committee members. Staff will return in the fall with a report to Council recommending improvements based on the outcomes of this discussion and internal analysis. |
