Citizen Recognition (Item 8a)

Development Charges Study (Item 11a)
Council held the Statutory Public Meeting required under the Development Charges Act, 1997 to present the draft Development Charges (DC) Background Study and proposed DC By-law for the Township of Russell.
This study, prepared in collaboration with Hemson Consulting Ltd., updates the Township’s growth-related capital program and ensures that the costs of new infrastructure—such as roads, parks, and water and wastewater systems—are fairly shared between new developments and existing taxpayers.
The meeting provided residents and developers with an opportunity to review the draft study and provide feedback before the final version is presented to Council for adoption later this year.

Kin Club of Russell – Community Storage Building (Item 11f)
Council approved the sale of a one-acre parcel of land to the Kin Club of Russell, in support of the Club’s initiative to build a community storage facility for local non-profit organizations.
The future building will include ten storage units of various sizes and a utility room for power distribution and security systems. These facilities will be offered free of charge to community clubs, providing much-needed space for storage and gardening activities.
This agreement represents another important milestone in advancing the project and demonstrates the Township’s continued commitment to supporting local volunteer organizations and enhancing community infrastructure.
Embrun Water Tower (Item 11i)
Following last week’s inspection, timely repair needs were identified at the Embrun Water Tower. As a result, the tower will remain empty until repairs are completed. The estimated completion is in the spring, and the outdoor water ban in Embrun will remain in effect until then. Administration will return to Council in December to award the contract, provide construction schedule and share additional information as it becomes available.
The next Council meeting will be Monday, November 24, 2025, at 6:00 p.m.
