Development Charges Draft By-law Now Available
The Development Charges (DC) draft By-law is now available for review on the Township’s website at www.russell.ca/DC.
The Township of Russell is currently reviewing its Development Charges (DC) through a comprehensive background study. Development Charges are fees collected from developers to help pay for the new infrastructure and municipal services required to support growth—such as roads, parks, water and wastewater systems, fire services, and recreation facilities. This ensures that the cost of growth is fairly shared and does not fall entirely on existing taxpayers.
This study will help the Township plan responsibly for the next decade, aligning growth-related investments with projected needs. It will also determine the new DC rates that apply to future developments starting in 2026.
Council will discuss the Development Charges Background Study and draft by-law at the upcoming Council meeting on November 10. The consultant will be present at the meeting to provide additional information and answer questions. The target date for by-law adoption is December 8, 2025.
