TAKE NOTICE that the Township of Russell will hold an open house and statutory public meeting to consider a new Zoning By-law for the Township of Russell, pursuant to the provisions of the Planning Act, R.S.O. 1990.

Lands Affected

No key map is attached as the Zoning By-law applies to all lands within the entire geographic area of the Township of Russell, United Counties of Prescott and Russell.

Open House

  • Date: Tuesday, May 19th, 2026
  • Location: Gaston Patenaude Hall, 717 Notre-Dame Street, Embrun, Ontario.
  • Time: 6:00 p.m. to 8:00 p.m.

The public is welcome to attend this informal drop-in session to view the Draft Zoning By-law and speak with staff.

Public Meeting

  • Date: Monday, June 1st, 2026
  • Location: Gaston Patenaude Hall, 717 Notre-Dame Street, Embrun, Ontario.
  • Time: 6:00 p.m.

The public will be provided with an opportunity to provide oral comments to the Planning Advisory Committee and staff. This is not intended to be a question-and-answer session.

 

The purpose of the open house and public meeting is to provide residents, stakeholders and agencies the opportunity to inquire and provide comments with respect to the proposed new Zoning By-law. The new Zoning By-law will:

  • replace the existing Township of Russell Zoning By-law;
  • implement the mandatory regulations of the Planning Act, the policies of the Provincial Planning Statement, 2024, the United Counties of Prescott and Russell Official Plan, 2022, and the policies and land use designations of the Township of Russell Official Plan;
  • increase the clarity, intent, and ease of understanding the various terms and provisions contained in the Zoning By-law; 
  • update the land use designations and associated mapping, definitions, and general provisions; and
  • address emerging themes and trends in land use planning as they apply to the Township of Russell.

Additional information regarding the Zoning By-law is available for inspection at the Township of Russell’s Planning Department during regular office hours, on the Township’s website at www.russell.ca, or by contacting the Planning Department at 613-443-3066 or planning@russell.ca.

If you wish to be notified of the decision of the Council of the Township of Russell on the proposed Zoning By-law, you must make a written request to the Township of Russell, 717 Notre-Dame Street, Embrun.

Appeal Rights

If a person or public body would otherwise have an ability to appeal the decision of the Council of the Township of Russell to the Ontario Land Tribunal but the person or public body does not make oral submissions at the public meeting on Monday, June 1st, 2026, or make written submissions to the Township of Russell before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township of Russell before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
