Road Projects Completed This Year

Thank you for your patience during construction in the summer! Here is a summary of paving projects completed this year:
- Route 300 (St Pierre to St-Thomas) — 2.8km overlay, $248,000
- Hamilton Road (Craig to Route 200) — 2.1km resurfacing, $552,129
- St André Road (Route 400 to Marionville Road) — 4.4km resurfacing, $857,150
- St Thomas Road (Notre Dame to Route 300) — 1.8km overlay, $189,000

Embrun, Ontario – The newly elected council for the Township of Russell was sworn into office on Monday, November 21, 2022, in the council chambers at the municipal office in Embrun.
Acclaimed Mayor Pierre Leroux welcomed returning Councillors Jamie Laurin and Mike Tarnowski and newly elected Councillors Lisa Deacon and Marc Lalonde.

The Township of Russell is hiring a Full-Time Fire Chief.
The Township’s current Fire Chief, Bruce Armstrong, is retiring at the end of December after dedicating over 30 years to our Fire and Rescue Services. Township of Russell Says Farewell to Departing Councillors

At last night’s Township of Russell Council meeting, Mayor Pierre Leroux and the rest of Council said their goodbyes to two outgoing councillors.
Councillor André Brisson and Councillor Cindy Saucier will not be returning for the next term of Council.

New Pilot Project for Winter Parking Bans

Presently, between November 1 to April 1, no vehicles can be parked on any street in the Township of Russell from 1:00a.m. to 7:00a.m., regardless of weather conditions.
However, following approval by Council a pilot program is in effect for the 2022-2023 winter season:
- In December, January, and February, a regular winter parking ban will be in effect each night from 1:00a.m. to 7:00a.m., regardless of weather conditions.

New Hybrid Vehicles

The Township of Russell has added two hybrid vehicles to its fleet as a means of becoming a more environmentally conscious municipality.We are committed to reducing emissions of our corporate vehicles. We took action with our Green Fleet policy adopted in 2022. The two important parts of this policy are:
- Alternative Fuel Vehicles — each time vehicles or equipment need to be replaced/purchased, we consider hybrid and electric vehicles.

Barn Swallow Habitats

Earlier this spring, the Infrastructure Department built bird habitats.
They were built to help protect the barn swallow species and compensate for the removal of some of their previous habitats. The habitats are equipped with nesting cups and protect the birds from weather and predators.
This project is part of the species-at-risk analysis process for the Township’s new Snow Disposal Facility.

Youth Explore the Township of Russell’s Trade Industry

Last Friday, students explored the Township of Russell’s trade industry as part of a “Skilled Trades Discovery Day.”
The Economic Development team welcomed 75 high school students from Embrun and Russell to the 417 Industrial Park in Vars, the Township of Russell’s fast-growing industrial hub.

Getting the Arena Ice Ready

It takes a few weeks and a long checklist to get the arenas each winter season.
Did you know?

The temperature outside must be below 25 degrees to make arena ice.

The slab base gets painted white.

The rink gets flooded with treated hot water for a clearer and harder ice surface.

New Tankers for Fire and Rescue Services

The Township of Russell’s Fire and Rescue Services has two new tanker trucks.
The identical tankers will replace the Township’s former tanker trucks, which were 22 years-old and nearing the end of their life span.
The purchase was part of the Capital Projects for 2021 and 2022. The two new tankers total $900,000.

Starting Saturday, September 24, 2022, registered candidates and third parties in the 2022 Municipal Election can place election signs in the Township of Russell. This is 30 days before Voting Day and corresponds with Section 7 of the Sign By-law (Election Signs).
